OAB Timeout on Send / Receive with MS Outlook 2007

Issue:
OAB (Offline Address Book) is working in 2003 Outlook clients and is properly setup. It has been rebuilt (with Update) command in Exchange 2007 MMC console.
However, Outlook 2007 clients just hang. Autodiscovery is resolving/working correctly in the Outlook client. Outlook 2003 clients pick up changes when doing:
Tools --> Send/Receive --> Download Address Book

Possible Solutions:
Verify you can get to the OAB site:
https://<servername>/oab/<code>/oab.xml

Try clearing the local client OAB files . . .
1, Go to:
c:\Documents and Settings\<username>\Local Settings\Application Data\Microsoft\Outlook

2. Remove all the files ending in .oab

3. Restart Outlook and do a Send/Receive --> Download Address Book.
