Issue:
Notes intermittently pauses/hangs for a few seconds or times-out during Notes startup, and afterwards continuously for a period each time tried, and then behaves again with or without a Windows reboot.
Revit also will time-out when just working a few seconds earlier. Network pings and speed-tests show good connection.
Cause:
Turns out that Windows 11 patches are re-enabling IPv6 on the ethernet adapter. Notes and Revit are using IPv4, and then for no apparent reason, will be sent down IPv6 instead.
Solution:
System Control Panel --> Networks --> Adapter --> IP Settings --> Disable IPv6
