1. If you want a web or ftp folder to be read only but have one folder which allows writes. You need to select the folder in IIS and give it both read and write access (by doing the check boxes).
2. Back in either the Windows Explorer or the folders. Set the folder permissions to only "read" for everyone except for the one you want to "add & read". Set that one accordingly.
