Issue:
Trying to add a new users via the SBS 2008 Console but it only creates users with an e-mail address and a mailbox.

Workaround:
This is the intended functionality. You cannot give a user an e-mail without a mailbox. The assistant wizard asks if you want to create an e-mail account for the user. Uncheck this option and no e-mail address or mailbox is created.

Another way is to use the normal (what non SBS companies do) way to add users via the Active Directory Users and Computers.
If you use the ADUC wizard, there is the checkbox for give this user a mailbox. Simply uncheck the checkbox.
This workaround has one really big drawback. It doesn't set the flag for the user to be displayed in the SBS console.

You can also disable an existing accounts.
1. Start the Exchange Management Console.
2. Locate the recipient configuration > mailbox for the user and click the Disable the exchange mailbox option.
