Issue:
Due to a monitor change, one of the toolbars for In-Design is partly off the left side of the screen. Since the handle is the left corner, it cannot be moved.
Solution:
Reset the perspective of the current window layout.
Window --> Workspaces --> Book --> Reset Book
Note: Change Book to be the current window "perspective" in use.
