Non-Connect Error - FTP Sites w/Internet Explorer 4.x

Issue:
FTP no longer working. Error: "cannot connect" or "not connected" errors, using Explorer.

Workarounds:
Try the download again with Netscape.
IE 5 works well.

Note:
Internet Explorer's 4.x FTP support is lacking. Does not work.
