Issue:
When authenticating via "regular" POP3 with logins as plain text, you get the error: "Err Command is not valid in this state” after entering USER username.
Solution:
Open Management Shell.
Enter the following command and click enter: Set-PopSettings -LoginType PlainTextLogin
Open Services tool:
Restart Microsoft Exchange POP3 service.
