Outlook 2007 Cannot Connect to Exchange 2007 Server - "Exchange Server is unavailable"

Setup Issue:
Outlook 2007 on new PC, cannot create profile account to successfully connect to Exchange 2007 server on Windows 2008.

Error:

"The name cannot be resolved. The connection to Microsoft Exchange is unavailable. Outlook must be on-line or connected to complete this action."

Cause 1:
Check credentials entered.
Your name should be your account name - e.g. MyDomain\MyAccountIDName.

Cause 2:
Check local network configuration is correct.

a. If on a local network. Is network connection setup correctly?
b. Is the computer's gateway setup correctly?

1. Verify the network connection's TCP/IP settings.
2. Verify the DNS and gateway using the ipconfig /all command.
3. Ensure the VPN is configured and functioning properly to the internal corporate network, or if local, make sure you are on the corporate network with a Domain account login.

Cause 3:
You are using an account w/o local admin rights. A local non-local administrator account/Limited User Access (LUA) account cannot perform the Outlook setup.

1. Ensure Outlook is not running.

2. Start --> Control Panel --> 32-bit Control Panel --> Mail
 - a. Click on E-mail accounts
 - b. Select Microsoft Exchange on the E-mail tab. Click Change.
 - c. Complete the Microsoft Exchange server FQDN and User Name fields.
 - d. Click Check Name. Supply the password when prompted.
 - e. Click Next. Click Finish. Click Close.

3. Start Outlook
