This error is usually seen after adding/activating a second ethernet card in the server.

To help Domino find itself, ensure that the Ports --> Notes Ports in the server document are set up with unique domain names.
Verify that the notes.ini lists the port(s) that you want Domino to use. (You bind Domino to a specific IP or FQDN.)

Then Domino knows which Port/IP to use.
